Producer Statement Template NZ: Why a Template Isn't Enough

Where Do Producer Statement Templates Come From?

Producer statement forms in New Zealand are produced by building consent authorities (BCAs). Auckland Council publishes its own AC-numbered forms (AC2310, AC2335, AC2336, AC2337, AC2338, and others). Wellington City Council, Christchurch City Council, Waikato District Council, and other BCAs publish their own preferred templates.

These forms are publicly available — typically as Word documents or PDFs — from BCA websites, the MBIE building performance website, and various industry resources. Many building professionals download one, fill it in, and use it for years.

The problem is what happens to those forms over time.

The Problem with Downloaded Producer Statement Templates

1. Templates go out of date

BCAs update their producer statement forms periodically. Auckland Council has revised its AC-numbered forms multiple times. If you downloaded AC2310 eighteen months ago, the form you have may no longer be the current version accepted by the council — and submitting an outdated form is a common reason for BCA queries.

Most professionals don't know when a form has been updated. There's no notification system. You find out when your statement gets queried.

2. NZBC clause selection is left entirely to you

A paper or PDF template lists all the NZBC clauses and expects you to tick the right ones. It provides no guidance on which clauses apply to your specific type of work, and no warning if you miss one that the BCA commonly requires.

The most common example: Auckland Council requires B2 Durability to be addressed on virtually all PS3 submissions. It's not obvious to many LBPs that this is expected — and a blank B2 field is one of the most frequent triggers for an Auckland Council query.

3. Fields get missed under time pressure

Completing a producer statement at the end of a long day on-site — or later that evening from memory — is when fields get left blank. LBP licence number missing. Consent number wrong. Scope of work too vague. Signature forgotten. These are all template-filling errors that would be prevented by a structured process with required fields.

4. Different councils use different forms

There is no single national producer statement form accepted by all councils. Auckland Council, Wellington City Council, Christchurch City Council, and other BCAs each have their own preferred formats. Using an Auckland Council AC2310 form for a Wellington City Council project, or vice versa, may result in a query.

If you work across multiple council areas — as many NZ building companies do — managing which template to use where adds unnecessary complexity.

5. Signed PDFs require extra steps

A Word document template needs to be filled in, printed, signed, scanned, and emailed. Or filled in digitally, with a signature image dropped in, converted to PDF, and emailed. Either way, it's a multi-step process where files get corrupted, signatures look informal, and email chains get messy.

  • They complete producer statements on-site, immediately after the work is done — not from memory later
  • They use the current form version for the relevant BCA every time — not a document they downloaded last year

  • They file statements against building consent numbers so they can find them easily at CCC time

  • Wellington City Council — producer statement forms available from the Wellington City Council building consent section
  • Christchurch City Council — producer statement forms available from the CCC building consents section
  • Waikato District Council — forms available via their building consent portal
  • Other BCAs — contact the relevant BCA directly or check their website

Always download directly from the BCA's current website rather than from a third-party source — to ensure you have the latest version.
